The full title of this cartoon is "Warburger, the Infinitely Prolonged."

The topic referred to is Defense Secretary Robert Gates' declaration that he would seek to cut the growth of the defense budget by $78 billion over the next five years, which really isn't very much considering what that budget is now, and that it will still be allowed to continue to grow, overall.

Oh, man. That's so true. :XD:
Americans often complain about taxes even though they actually have very low taxes. That's why many oppose universal healthcare. Considering the American Department of Defence's budget cutting it down could easily give the Americans free healthcare without rasing the taxes.

i read in the wall street journal an article about how income tax is spent, so i did some number crunching and found that about 97% of the national debt could be paid in one year, if all the taxes sent to military were pooled together, not including veterans benefits.
